Payment of Incentive Allowances to Government Officials Proficient in more than one language

According to Government Administrative Circular No. 28/98, government officials who are qualified in more than one language can receive an incentive allowance. 

This circular has been implemented effective from 1998.03.11, but due to the shortcomings in understanding this circular in many institutions, many government officials, especially English subject teachers, are unable to receive this benefit. Therefore, this publication will serve as a helpful tool to address these shortcomings by properly understanding the circular. Accordingly, please review the eligibility criteria in the circular as well as the practical issues discussed in this publication.

According to this circular, incentives can only be received for the second and third languages, excluding the first language. Practical difficulties have arisen in determining what is the first language of an employee and what the second and third languages are.

In particular, there is a situation where the first language of English teachers is incorrectly determined to be English, and allowances for them are being denied.
